Oil City Weed and Seed is one of 17 state-funded weed and seed sites in Pennsylvania. These sites focus on local target areas of no more than 10,000 residents which present severe challenges to the quality of life, but where grass roots organizations and local citizens feel a sense of attachment and are motivated to accept responsibility for improving local conditions.
Weeding: The weeding effort requires that local law enforcement partner with the Pennsylvania State Police (PSP) and other law enforcement personnel to form collaborative, interagency police operations and to maximize the pool of human and financial resources, ingenuity and leadership for the most effective "weeding" operation possible.
Seeding: The seeding effort brings key community stakeholders together to implement programs that will improve the quality of life for target area residents. These stakeholders include public and private sector representatives, churches, community and faith-based organizations, local colleges and universities as well as local, county and state representatives and community residents. "Seeding" a community requires collaboration at multiple levels. First, it requires that nonprofit organizations provide essential services to the target area through training and services in employment, skill training, continuing education and health services. Second, the effort requires collaboration between the diverse public and private agencies serving the target area.
